RAYNET is organised into groups which are based on either geographical areas or on administrative boundaries (i.e. Boroughs or Countries). Each group is largely autonomous, being allowed to arrange it’s own affairs at the local level
Groups hold periodic exercises, either in conjunction with user services or amongst their own members. These are essential for training members in a common set of operating procedures, efficient message passing, net control and discipline, together with activities such as accurate map reading. They also have an important role in turning the group into a confident team which is able to work together efficiently in an emergency.
In each County (region or Island in Scotland), there is a County Controller who encourages co-ordination between groups and organises such things as internal training exercises which test the abilities of all the groups in a county and fosters liaison between them, ensuring the response to an incident co-ordinated. A very important role of the County Controller is liaison with the user services.
